Hamed El-Said investigates the emergence of new, 'soft' approaches to counter violent extremists, generally known as counter radicalization and deradicalization programmes (Counter-de-Rad). This is the first work to develop a holistic framework which will allow policy makers and practitioners to better understand conditions conducive to violent extremism, and to better design and effectively implement such programmes in the future. This book, supported and facilitated by a wealth of primary research and consideration of all stakeholders, addresses cultural and legal differences between countries while developing its holistic approach. In addition, the research focuses on and identifies conditions conducive to either the success or the failure of Counter-de-Rad programmes. This book examines the evolution of counter-terrorism (CT) policies in liberal democracies since 2001, with a specific focus on the case of Belgium. What is counter-terrorism (CT) ? While the answer to this question may seem self-evident, it has become quite complicated to define the contours of a field that has expanded dramatically in the two decades since the 9/11 attacks. The development of 'softer' policies, dealing with the prevention of radicalisation, have blurred the limits of CT. Through the use of public policy theory and an in-depth case study on Belgium, the book identifies the key factors influencing CT policy-making, both domestically and internationally, and offers an explanation for the development of a more comprehensive CT agenda across Europe. It provides an innovative theoretical approach and is also based on extensive interviews with key counter-terrorism officials and analysis of key policy documents. The book concludes by identifying some key drivers of change and offers an embryonic theory of CT policy-making.

This book assesses the impact of post-9/11 domestic counterterrorism policy on US political life. It examines political discourse, law, institutional architecture, and state-population relations, and shows that 'homeland security' is a project with wide-ranging implications for democratic institutions and culture. These implications are addressed through a novel approach that treats law and the state as social relations, and relates developments in law to those in the state and in social dynamics. On this basis, the book examines the new political representations in counterterrorism discourse, especially regarding the relation between the state and the population. It examines the form and content of counterterrorism law, the powers it provides, and the structure and functions it prescribes for the state. By focusing on the new Department of Homeland Security and the restructuring of the intelligence apparatus, the book assesses the new, intelligence-led, policing model. Finally, it examines forms of popular support and resistance to homeland security, to discuss citizenship and state-population relations. The author concludes that homeland security has turned the US into a hybrid polity; the legal and political institutions of democracy remain intact, but their content and practices become authoritarian and exclude the population from politics. These legal and political forms remain operative beyond counterterrorism, in the context of the present economic crisis. They are a permanent configuration of power.
